D16Y7 98 HB: My cat is clogged, what other options?

My stock d16y7 is bogging on my 98 HB. I've narrowed down the problem on to my cat.
1998 DX CAT & EXHAUST MANIFOLD:

If I use an aftermarket header, will it eliminate the cat altogether?
(There is only one CAT on my car when I checked)
What other options do I have as far as installing another header?

If you get an aftermarket header, you can get a cat from a SI or EX and put it in right after the header, and then have the exhaust run from there.
What the other people said will work, but none of it will be CARB legal. you can't move the location of your stock cat. So when it comes time to smog, you're gonna have to figure something else out.
