Default Wiring for Factory Shift Light?

I have a 88 hatch dx and recently I baught what was supposed to be an Si cluster, turned out to be an HF, but I got a tach now so I'm not worried about it. But I noticed that one of the lights (the ones around the check engine, brake, ext) is an arrow pointing up, and the box is outlined in white (first box, bottom row). I put the guage in and that light has never lit up and from the looks of it I assumed it was a factory shift light, and so did others on another forum that I'm a member of. I had to take the cluster out to replace some bulbs anyway so I checked that bulb and its not burnt out. It has two wires comming out of the back of the bulb going into a white "box" attached to the back of the cluster and is not wired into the rest of the cluster any way at all. On that white box there is a small (Less than 1" square) plug with five prongs in it. My DX does not have anything to plug into this. I was wanting to know if this is a factory shift light and what do I wire that blue plug into to make it work? And if its not a shift light what is it?

its for economy shifting. I think it makes you shift at 2300 rpms or something. But it would be cool to think of a way to make it light when you reach a certain rpm. Wiring gurus how do you do this? I want to know how to do this.
