Could be JDM, EDM, or even Canadian. This is a USDM cluster:

It also equals fuel starvation in steady-state turns (a known problem for 4th-gen Civics) and instability from fuel-slosh weight transfer in transitions.

Its also really bad for your fuel pump, your fuel pump gets hot and the only thing keeping it cool is the gas. So when you go low, the gas is not cooling it. A Lot of the times a fuel pump will crap out on you when your at the gas station filling her up. People will come in with a full tank of gas and a no start condition. They said everything was fine but when I went to start her up it just cranked and cranked, that's when you look at the fuel pump.

I think its a European cluster. But it has to be from 1.4l civic. All 1.6l did have 240km/h.
I'll post a pic if i find somewhere. (its kinda stupid cuz you cant upload from your own hard drive)

It's probably CDM, I found a sticker under the hood right in front of the radiator reading Honda Motors of Canada Mfg.
EDIT: It looks like the cluster you posted, but instead in km.
