Default sir cluster wont go under 43kph?

I installed a crx sir cluster into my crx and installed the vss. The speedo wont go under 43kph. When I drive it will go up and down but never below 43kph. As soon as I stick the key into the ingnition and turn to acc. It will jump to 43kph. any Ideas? Is there a way to adjust the vss or no? what do you think it is?

electrical problem in the cluster

if you did all the wiring yourself you may have open wires touching causing a + voltage to be leaking into the pulse causing the constant 43km/h. Recheck your wiring.

It may cery well be that someone had taken off the speedo needle and not put it back on properly. You could try removing it and reinstalling it so that it rests at zero. just make sure to have the running speed verified afterwards.
