Default DIY Windshield Wiper Cowl Removal...

I think one of the previous owners of my car (1992 CX) had the windshield replaced, but whoever actually replaced it did a really shitty job. The windshield wiper cowl ins't flush against the windshield, so water leaks in whenever I wash my car.

How the hell do I take it off so I can reset it properly? There isn't any sealant that actually sticks the cowl to the windshield, is there?

take off windshield wipers with 14mm, break off tops of all the little shiny black plastic plugs, remove green weatherstripping clips, and then it should come out

Thanks! Do you know if the cowl is sealed to the windshiled with anything or is it just supposed to rest flush against it?
