Weak air conditioning/heat flow... need advice!

Weak air conditioning/heat flow... need advice!
In my car, when you turn on the heat/AC, you can barely feel any air flow at all in the first 2 settings, but when you set it to the 3rd setting, the air blasts out. Any ideas what could cause this? Thanks.
