Default Timing belt is loose when engine is cold. Is it normal?

My car is running sluggish so I checked my timing with timing gun. Timing was right. But I notice one thing when engine is cold my timing belt is loose. But after driving car when I check timing belt it is tight (when engine is hot). Is it normal? Or thats the reason my car is sluggish.

EDIT: My car is stock and got 40,000 miles.

re-tension the belt
then see if it is still loose when cold.

Have you replaced the timing belt recently - or done any work that would facilitate you having to remove the timing belt...

When cold, and adjusted correctly - should be less than a 1/2 inch of flex in the belt
