Default jdm gauge cluster.

I know I know I know I did a search and found soooo much **** about how to do the swap. But I am Having a problem With my swap. My car has been converted to obd1 p30 ecu chipped. So It doesnt look for the vss to activate vtec. Well let me get down to the point. I have the vss installed. With the vss allready installed into the tranny I hook up a ground and a 12v power. I then run the wire(signal) directly to the gauge cluster wire b1. It doesnt do anything The gauge cluster stays at 42 kmh. Now when I rub the two wires together(signal and b1) it goes up and then goes back down to 42kmh. I check to see if im still getting a ground a power to the vss and Im am. When I run the wire to the ecu for the hell of it. It doesnt do any thing. Any help would be appreciated. Thanks
