Default motor swap for a 98 civic hatchback

i have this great car. a 98 hatch and i'm looking into a motor swap but haven't found the right motor yet. it's an automatic so with the motor swap i'm going to change it into a 5 speed. so it's stock a d16y7. weak! what motor do i want, a b16? kinda weak. or it's between a b18c1 or a b18c5. i was also thinking about a jackson super charger but for 30 hp for $2000, you're out of your damn mind! so what motor would be my best bet. and most important, how can i make it legal? take it down to a ref and get it registered as "the new motor as is" or what? need a little help.

Wow, it would be amazing if someone had taken all of the time to make an all inclusive thread about swaps into the 1992-2000 Honda Civic. <rolls eyes>
