7ft lbs = hand tight?

torque wrench only reads 25 or more

Nope. Snug to me means finger tight + like 1/8 turn.

Yep, it works just like you thing(ft-lbs*12 = in-lbs).

And yea, about 1/8 to 1/4 of a turn after finger tight is all that's needed for 7 ft-lbs.

Just a slight bit tighter than finger tight. Not just hand tight. The bolt will definitely come loose due to vibration.

Hand tight is on average about 2ft-lb. 7ft-lb is well beyond hand tight.
