first ...yes it can be done
second ... should all bolt up..b16 head and itr are the same except itr has better oil flow due to porting and etc.
third ... it's been discussed many times on here, please search before asking such questions.

if I was you I forget about the b16 block and get something biger like b20/vtec
a b20(cr-v) block with the type R head and some jdmp73 pistonst would rock or a b18b block or c
