Default FPR, Gauge, Fuel Rail - Pressure doesn't change HELP

I installed a fuel rail and when I installed the fuel pressure gauge onto the fuel rail it read 78 PSI... so I thought that the gauge was faulty because when I installed a B&M fuel pressure regulator and adjusted it the PSI didn't move, up or down. I don't have any fuel pump and I'm running stock injectors. When I installed a new gauge it was the B&M pressure gauge and it read the same PSI. When I removed the vacuum lines the car revved higher but the PSI stayed the same. I tried raising the PSI to see if the gauge changed and tried lowering it and the gauges didn't read. I took the pressure regulator apart and reinstalled it and the same problem happened. When I gave it less than half throttle the PSI dropped to 60. Here are some pictures of the setup... could it be possible that the fuel rail's diameter is too large?

I don't think the fuel rail can cause anything like that.

Check to see if there's any blockage of the fuel return line.
