Default No clear coat?

Hey all, the previous owner of my eh3 had the car resprayed milano red (budget quality). It doesn't seem to have much shine to it, is it possible it doesn't have a clear coat? Do they always clear coat paint jobs?

Either way what could I clay/buff/wax the paint to get some shine?

Thanks for any responses.

I'm not having much success in getting it to shine... are there any recommendations for treating unclearcoated paint? The paint is about 1year old.

I've seen many of the car detailing threads but not sure if there is something better I could do for this special case.
