You can't get genuine honda ps fluid at those stores. However you can get a "honda" type ps fluid. I've used honda type ps fluid in my car without any problems.

Yes, either get genuine fluid from a Honda or Acura dealer, or make sure that the fluid you buy at an auto parts store is specifically labeled "For use in Honda & Acura PS systems".

You basically disconnect the bottom hose to the reservoir and put the hose into a water bottle.
You then start the car 2-5 times and rev it up to 3k rpms and it pumps all of the fluid out.
Then you just reconnect the hose and refill the reservoir.
Takes 10 minutes max.

Is that procedure shown in the Helms manual? Hell I've never even seen it listed on the maintenance schedule.
I know my PS is the same it's been since I bought the car 3.5 yrs and 90K miles ago, no problems.

It is in the Haynes. I just did mine because power steering fluid is cheap and it wouldn't hurt.
Oh by the way, is is simple to do if you have one person hold the bottle while the other runs the car.

An easier and less messy way of changing the PS fluid is using the turkey baster method. Just suck out the old fluid with a turkey baster and add new fluid. Continue doing this method until the fluid comes out clean. The only thing is that it's hard to fully change the fluid using this method.
