First, decide if you have the time, dedication, and money to do it yourself. If you don't, you could invest in a used shortblock (that would be just a block, no head, manifolds, dizzy, alt, ect. merely a bare block.) Or you could have your engine rebuilt by a reputable engine overhauler in your area. If you are sure you want to do it yourself, go get a Haynes manual on your car and start reading. Don't rush into anything, read read READ first. Know what your getting yourself into before you get over your head. - Darrell
Do new bearings, rings, gaskets, seals, water pump, oil pump, timing belt.. Have a machine shop check the crank and rod journals, and the cylinders honed. Get the head checked out, replace valve seals. Get a haynes manual and lots of beer, it will help you out during the project. Use HT's search feature also.
Helms sells a better manual that covers the entire car for like 50-60bucks. Very good investment if you plan on keeping the car to do-things-yerself
im not planning on doin any of this myself. i just want to fix the oil burning problem for now and get my car back on the road since its snowing here (canada). would fixing just the block fix the problem or do i have to rebuild the whole thing?
in the end your gonna pull the motor to rebuild right??? buy a cheap d16(a6,z6,y8) from a newer civic throw it in there. thas cheaper and faster. a long block is like what 400 bucks at most or shop for a good deal you can findem ??

I had a friend and his uncle rebuild my d15b1.
I wouldn't go with another engine. I used to own old VW's and have a habit of keeping what came with the car....with the car. I'd prefer to keep everything together - engine and transmission. But, that's just me.
