Coilovers vs. Lowering springs
Either are great, but the key is having new struts that are matched well for the spring rates (how stiff the springs/coil-over springs are) in order to ride nicely.

95 civic EX, Racing hart C2 w/nitto450, 2" in the front 1.8 in back, daily city driving, only have one other seat in the car, i can prolly spend up to 900

well right now i have sprint lowering springs on and they ride pretty dam smooth for lowering springs. id rather have it a little stiffer and reduce the body roll

Well if you have $900.00 to spend I'd look into the Bilstein/Neuspeed full coil-overs. They usually run about $750.00-$800.00 and they ride awesome on my wife's 1992 Si HB. They are very high quality and come with everything you need except for the top hats/upper mounts.
So far I'm very impressed with them. They ride firm, but not bouncy one bit. the only drawback I can think of is that the car won't sit up very high even if you try to raise the coils up because the Bilsteins er shorter than most struts. The reason they are shorter is to have the car low, but still offer full travel. Longer struts will allow a higher ride height, but if you ride pretty low the travel is limited and you're more likely to bottom out.

Tein SS are nice. My pal has some on his EG (his SN is egcellent here on H-T) and they seem to be pretty sweet.
The Bilstein/Neuspeed set-up is cheaper and probably every bit as good as the more expensive SS though.
BTW:
KYB makes excellent dampers despite your friend's experience. I find it very hard to believe that the rod just simply broke on it's own. There more to it I'm sure, because I've ran KYBs on various cars of mine since 1999 and I still own a set on my 90 hatchback and they're great. I had a set for 3 years, wore them out, then had them replaced for FREE because of their lifetime warranty.
You won't get a lifetime warranty like that with other brands...

I have a GC/Koni Yellow set-up that I use for daily driving and auto-x about twice a month. I would say that spending between $800-1000 dollars for suspension (this includes front and rear camber kits [I only have the rear]) isn't worth it unless your going to be adjusting your suspension. If your just going to slap it on and leave it I would go with one of the more inexpensive set-ups like the GC/Bilstein that was suggested or KYBs. If you are patient and look around you'll get'em cheap.

im running some stiff *** springs with stock shocks (about a 2" drop) right now that crap is bumpy as hell
im fine with the 2" drop but im getting new skirts soon so a 1 or 1.5 would be good
i drive like 95% street. i have a lot of bumpy streets though and my roads are all filled with bad seams (no consideration for us lowered cars

i want some stiffness but not as much as im experienceing now only enough to reduce some body roll

For coilover, unless you are on the track most of the time, you rarely adjust the height. But it is there for you do the adjustment when you need it. If you are confortable with a set height then get a decent strut and lowering spring.
As for brand and spring rates, you need to do some homework on that part. A lot of combos out there, it is hard to say which one suits you best until you read more into it. Buying suspension can be harder than picking out a girl's gift sometimes.

my cut springs are stiff as hellllll-o everybody!

but its actually not too bad now that Im used to it.. Doesn't bounce, doesn't bottom out, doesn't rub, doesn't clunk or anything..
I know its ghetto but until I can afford struts and springs, im not gonna risk changing it..
A friend of mine has the tein SS on his 95 civic coupe.. they ride pretty nice, I don't know what he has them set on or the ride height..
