Default Mini Me: Timing belt works its way off of cam gear :(

HI everyone.
just put a d16z6 head on a d15 block. new timing belt, waterpump. i have the tensioner tightened all the way with the correct belt(the one recommended in the massive mini me write up) when i start the car the belt starts to work its way off of the cam gear and also starts to slide as far over as it can on the crank gear. for some reason it seems like the cam gear, water pump, tensioner and crank gear arent lined up????? n e ideas as to what could be the cause? PLEASE help! this is shaping up to be the worst day of my year

is there only one type of water pump for the d series blocks?

did you install the 'other' concave washer on the outside of the timing gear?

There is one on the inside of the timing pulley (engine side) and one on the outside of the timing pulley (timing cover side)
