91 civic gauge cluster fit a 89?
It will fit, but the wiring is different for 88-89 vs. 90-91. You would have to rewire if you use the 91 cluster. Your best bet would be finding another 88-89 cluster.
no...that's just the plastic cover. Clusters themselves are shaped similar.

Yep, all 88-89 won't fit on a 90-91 at all without rewiring. Same goes for the 90-91 to 88-89. One way I've been able to tell the difference between the two is the redline on the tach (if applicable). the 88-89 has a kinda dotted matrix redline while the 90-91 is solid orange. Back me up if I'm not right.

It will fit if you y\use the 91 cover and brackets but you will have to do some rewiring and the dimmer controller are very different. The 89 dimmer has a bunch of resistors built it, but the 91 dimmer has them placed somewhere. You need this to make it work as the excess voltage will burn the fuse everytime. I tried it for a whole weekend and ended up using a 89 lx sedan cluster on my 89 hatch. So best bet is to just get the one for your year.
