Default How to remove Arp Head Studs???

Last week I got of hold of a gsr motor with a b16 head on it. While I was taking it a part it had ARP head bolts.. I have no idea how to get them off.. Since at top of the head stud it had a bolt for a allen wrench, I got a allen wrench and I use it, still the nut did not move at all. its so hard to come off.. I even use a torch wrench with the allen tool but it still did not move. I guess with to much torch I ended striping the nut ... does any one have good advice Can i still get that bolt remove

Two nuts on the stud and then tighten them together, turn the bottom nut and the stud should turn with the nut.
