Fuel Pressure Regulator? (solution?)

I just finished my setup of I/H/E/P and I am running way too rich.. my plugs are covered in black ash, im gettin crappy gas mileage and my car bogs (not throwing a CEL).. would the best solution be to get an adjustable fuel pressure regulator? If so where is the cheapest place to buy em for my 98 lude?
B&M is cheapest, but you gotta modify your stock FPR....ive heard that people have been running them for yrs with no problems......so i mean for cost, B&M is the road most of "us" take. otherwise get an AEM rail and AEM FPR and deal with cost

Ohh i just assumed that ludes with breather mods run very rich and need a FPR to lean it out.. whats usually the main cause of running so rich? (w/o a CEL)
