High/Low idle when cold out...

I don't know why this happens, but when it gets real cold out...like 30s and 40s, and I have my heat on and i'm cruising on the highway and come to a stop, my car's idle will bounce from like 1200 up to almost 2600...back and forth back and forth. It must be some kind of sensor, b/c when i leave the heat off in my car, the problem doesn't occur as often. I don't think my cold air intake brings in that much cold air...lol. Anybody know what's wrong? Some mechanics told me that my choke gets stuck, but my engine temp. drops waayyyy down to...?
i have this problem on my car but mine happens just as its warming up then once its at a normal temp. its fine , what i figured out is that is the tcv ( throttle control valve, try to find a used one cause there like $180 new (well at leats here they are) also check the cicv (cold idle control vavle) if you find the problem please post cause i would like to stop my surging problem completly

How hard is it to clean those fast idle thermo valves...I'm pretty sure that's what my problem...and does anybody have a good pic of what it looks like (94 accord)???

The FITV is under the throttle body, #14.
The AICV is on the back of the intake manifold, #19.

to remove the iacv, remove 2 of the either 10mm/12mm bolts i forgot which size but its one of those... but the one closest to drivers side has a ground wire so dont forget to put that sucker back on when you are done cleaning... use carb/throttle body cleaner with some thing small enough to fit in to clean the grime, be gentle and dont break the screen...
the fiv i never took it off, but i believe theres a way to check if its working by putting your finger over the little hole inside the tb near the butterfly, if you feel suction at warm up its working ok... then after the cars warmed up and at normal idle speed, put your finger over it again,,, if theres a drop in idle speed or any sign of drastic change replace it.
correct me if im wrong about the fiv?
