fuel pressure reg and feul rail question

im plannin on puttin a dc 4-1 header and aem cam gears to my jdm b-16 on my 97 ex and a im also addin a vafc my question is i already have intake and tanabe exhaust do i really need a fuel regulator and fuel rail with the mods im plannin to add any feedback will be greatly appreciated thanx
