What is the most important thing to improve braking?
I wouldn't say it's just one thing that most important. I would say a combination of good parts is the most important. Brembo blanks are a good rotor. You need a pad thats not to aggressive and going to tear up the rotors but not something that not going to fade fast from the heat. You really need to match it to what the car is going to be used for. Daily Driving, Track, AutoX, etc. A good DOT 3 or 4 brake fluid, again depending on driving conditions. It's a good idea to flush and refill the brakes with fresh fluid every so often depending on the driving your doing. And tires as well. Tires are the last thing between you and the road. You can have a great brake set-up but if you don't have adequate tires your just going to lock them up when you slam on the brakes. So if your using a all-season tire in comparison to a high performance summer tire then your going to want to be a little softer on the brake pedal so you don't lock them up.
Hope this helps.

I agree with you completely Gary. In order to improve overall braking you must improve a combination of things.
Believe it or not if you just replace the tires that are on the car with some stickeyer ones you will improve your stopping distance. Alot of times you'll will acutally out brake the adhetion level of the tires with your stock brakes. As far as brake componets go if you only wanted to upgrade one part, witch I don't recommend, it would be the pads. If you put a set of Axxis metal or Hawk HP+ pads on and don't kind a little squill then you will see a fair benafitt from this.

Thanks
I liked my set-up the last time I did a brake job to the Accord. I put Brembo blanks all around with the carbon-metalic pads from AutoZone with lifetime warrenty and DOT 4 fluid with Kumho ESCTA Supra 712 tires. I never had any fading (although I never autox or tracked them), squeeling, they gripped when they were cold and hot, low dust on the rims, and just felt nice, solid and smooth when you applied the brakes.
