question on my upcoming build

I have a 00 jdm b18cR. I dont really want to touch the bottom end this year, but i would like somemore power. this is what i was going to do, but i'm not sure it this would be too safe or not.
Here is where my question comes in
I was going to run toda b's, but i was wondering if i milled the head .030, and used a 2 layer head gasket, could i get enough compression out of a stock bottom end to run spec c's? If so. Would The bottom end hold up well? Nothing is done to the bottom end. Never even been taken apart.
Or should i just stay with the spec b's? Suggestions would be great thanks in advance
