Question about the hoses underneath the EVAP canister

Hi all,
There are 2 hoses underneath the EVAP control canister with a T-junction. 1 transparant hose is going to the fuelfilter and 1 to the bottom of the car.
Anyone know why it's like this? Is it a normal T junction or is it a valve?

i think it's a normal T.. and if I'm not mistaken, the one going under the car is just a breather..

Thanks for the answer.
I'm using that tube now for venting the gas fumes. I am also using that T-fitting for blowby gasses.
