Honda changed out my autotensioner...

a couple of months ago I had a timing belt noise. I went to honda, and under warranty they changed out the autotensioner, and adjusted the timing belt. Afterwards, the timing belt made a whining noise (too tight?)
Unfortunately I haven't had the time to go get it fixed. Now, it makes a rasping noise, especially at lower RPM or when my RPM drops off.
Is this indicative of timing belt damage caused by improper installation?
