Default Honda changed out my autotensioner...

a couple of months ago I had a timing belt noise. I went to honda, and under warranty they changed out the autotensioner, and adjusted the timing belt. Afterwards, the timing belt made a whining noise (too tight?)

Unfortunately I haven't had the time to go get it fixed. Now, it makes a rasping noise, especially at lower RPM or when my RPM drops off.

Is this indicative of timing belt damage caused by improper installation?

my car also whine after they fixed the tensioner, then the sound slowly went away.
