2006 Honda CRV drive shaft question

I noticed the front shaft guard is miss assembled under my daughters car. But, what is the rubber block above it - secured with two bolts, looks rusty in photo.

It's the front floor dynamic damper, to reduce vibrations.

That's normal. Don't put the drive shaft through there.

Yeah, I busted the hell out of mine and thought the same thing - but got under another one to check and it was the same way.
