Parking lights and dash lights stuck on when car is on?

1995 US Civic Si. All stock, no hacking of harness, etc. When ever I start my car, or turn the key, my parking lights and dash lights come on. They stay on when I turn the parking light or head lights.
Everything else seems to work as normal. No blown fuses. I replaced the headlight switch/stalk and no change. Ideas?

Both switches test fine. Continuity for when switch is on and no continuity when off. So it would appear not to be a switch issue. With the key off, the lights are off.

There's a short between the wire for the dash/parking lights and a wire from another circuit. Do the lights turn on with key in ON(I), ON(II), and/or ON(III)?
Check the under dash fuse box is there anything plugged into the "free pins", [alarm system maybe]?

The lights are on Key On (I) and Key On (II) But flicker with starting the car with Key On (III) position which may or may not mean anything.
Stereo is aftermarket, but by the looks of it, it was put in many many years ago as it has a cassette. LOL. I will check again on extra fuses being used, but initial look
there was nothing extra for fuses being used.
The car has sat for about 8 years if that helps any.

Again, is there anything plugged into the free pins on the under dash fuse box, [quick release terminals just above the fuses]?
Also pull the stereo and check if anything is wired to the red/black, [stock illumination] lead in the stock radio harness, if so disconnect it. 94

Fuse 23 solved the problem. It was the red/blk wire hooked up to the stereo causing the issue. It must have been like this for many years and never addressed.
