ej1 won't go past 4k rpms, but does once warmed up?

Weird, it starts fine, I drive and once it hits 3-4k it splutters and won't go pass 4k, so I just shift before 3k. Once it warms up though it revs all the way up. Any ideas? D16z6 95 civic

I had another FITV from another z6 I had that was in better condition so I cleaned it and swaped it, no difference, still splutters around 3500k and won't go past 4k untill its warmed up.

Also noticed that my fitv line that comes out bellow the throttle body is plugged and I looked up the diagram and its not suppose to be plugged. The intake Mani I'm using is from a d15b . I also have a z6 Mani I can use but what's weird about it the Mani's are almost the same besides one vaccume port on the back which hooks into a sensor that goes to the carcoal canister. So idk if I can use it and idk why I couldn't if the z6 Mani is for the z6 engine, maybe cause my ej1 is made in Canada? Idk if any of this makes a difference just thought I'd add it in. Noob here still learning.

I will post pictures within the hour, and i haven't done a ignition system tune up , I swapped the motor in about a month ago got it from a friend who went b series, had low miles and everything was running on it so I didn't bother with it. When I bought the car it had a d15b in it which is why some parts I have swamped around. This was my first swap lol.

My Dad had the same exact problem with his last week. All he had to do was: replace the bank one 02 sensor, change spark plugs, spark plug wires, and a new distributor. It sounds like a lot, but believe it or not his car ran like a brand new, lol.
when it bogs, try going WOT and see if it clears up. o2 sensors can go bad and cause similar symptoms, while not causing a code.

Connect the coolant hoses as intended:
Also install the D16Z6 IM and connect the vacuum hoses as intended:
The PCV hose connects to the unlabeled IM nipple.

My z6 IM is plugd where the nipple should be in the back , idk why,also got a cell light it was 9 short blinks
