Will this make a difference?

Seems pretty cheap, what difference will it make (or how much, to rephrase better?). I am averaging speeds of about 120-130 km/h.

Plus depending on where you race it may still count as aftermarket aero, affecting classing. I have one that just needs a new shot of clear on top, willing to trade for an oem piece.

If you're looking for down force then yes a front splitter would be the better of the options to start out. Since you're driving a front wheel drive car that is. A rear wing would only come into play to settle the rear end at high speed corners. A front splitter will give you better front grip.
There are a couple options for rear wings for the EG hatch. PCI makes one as well as J's Racing.
Plenty of factors come into play when you decide to make the jump to aero.

Also, what front splitters would you reccomend?
Most people will recommend the SPMS P1, or home-built. R-Crew also makes splitter brackets. I've also seen forum members who've made/sold brackets similar to the R-Crews for less money, but can't remember their names.

it is not just a matter of installing a front splitter or a wing, the car needs to be balanced with all the aero , just a splitter or just a wing will not just work. Use just a wing and half way down the race you don't have front tires.
Same with the splitter , a good functional splitter will make your car really loose if you don't have a good wing.
Also remember that if you install a splitter you might have to go up on your spring rates since the down force will get the nose down and so on.
Your set up will probably change completely after you use aero.
Kiwi from special projects makes some really good splitters, and also has the wing. But I would talk to him and he will point you in the right direction.

Your driving preference is key also.
Note that top speed will drop with the type of aero and down-force applied, adjustability is valuable with them.
