Order a rule book from the SCCA. http://www.scca.org

http://www.improvedtouring.com is a good place to start, but don't go asking basic questions there until you've read everything that's already there. They do a good job of keeping garbage off their site.

If you need enough specifics to build a car, you'll need to order a GCR (the official SCCA rulebook. ~$30).

I lived off of the kindness of others for a year without a GCR, when I was doing my initial planning a year or so ago. Karma requires me to help out where I can so if you have specific questions, feel free to IM or email me - kirk.knestis@evaluand.com
