Caster
1. How much difference in caster between each side is usually acceptable?
2. Can you go over the service limit without hurting too many things? How much over?

is this for Prelude in your signature? Usually want caster to be equal side to side. If not, car can pull to the side with the "lower" caster reading. Looks like Prelude has strut rods like my CRX. If so, you could check to see if there is an aftermarket kit available. otherwise, you can try to cut down the strut rod bushings to gain caster

That may cause it to drift/pull to the side with the lower reading. Do you know if car has been wrecked?

For a EF-type radius rod suspension, is there a Honda-allowance for an adjustable radius rod to cure left-right imbalances? I guess it wouldn't be a "crash bolt", but a "crash rod"?

not a problem. a good alignment shop will adjust the thrust angle and the car will track perfectly straight. .5-.6 cross caster is actually damn good for a production car.

In terms of steering effort/directness, there would still be a difference right?
