If your car is sitting at the appropriate ride height and you're still hitting the bump stops, then you need more spring rate in the front and possibly updated shocks to handle the larger spring rates. If you are slammed and are too low, then raise the car and see if that cures the problem. And yes, hitting the bump stops in the front can cause bad understeer as the load is abruptly transferred from the inside front wheel to the outside front wheel. The same basic principle should be followed for the rear of the car, but since less weight is at the rear, generally you won't have any issues with hitting bump stops unless your car is too low.
