I assume they've been finalized, but have they been posted anywhere?
I know the 2003 rules fairly well, but need to know the major changes (especially UD/BD). Anynody care to share?

Major changes that I can think of
1)No Update/Backdate
2)Motor mounts allowed
3)Any seat 15lb or more(not including mounting equipment). Head rest must be as tall as half of the drivers head.
There are a few changes. 04 rulebooks are out so you could look it up in there.

Not sure if it made it into the rulebook, but the "no rub holes allowed in your fender liners" thing is going to have the biggest impact on the class this year. Ken and I are just going to leave them out for driving the car around and local events, then put 'em in before Tours/Pros/Nats.

What was the thinking behind this rule? I imagine everybody in a car larger than the old-skool Civics will do like are planning, so the effect of the rule is simply more work (assuming a few hard runs won't burn through a fender liner).

It was done as a clarification to a question somebody posed about what you could and couldn't do to your fender liners in ST. SP has the same ambiguity, and fortunately for them, their rulemakers decided not to burden the classes with what may be one of the silliest rules ever.
Not to mention contradictory, when in the ruleset for the same class you'll also find the words "The intention is to allow cars to maximize tire width up to the maximum allowable size. "

Why don't we all just write letters to petition to the contrary? Most other rules are very similar to SP, so let's try to adopt what they have. There's no way that it makes sense to force competitors to spend money on such items. Not to mention, it's really hard to find these fot my Corrado! When I actually get some real struts (mmm.... Moton Club-Sports) then I'll be wearing mine away also. Right now my stut bottoms out before the tire catches the liner!!!

This is actually a safety thing. On the street a headrest should be no lower then the top of your ears in case you have a rear ender. I doubt you could be rear ended on an autocross course but I guess they still wanted the seats to be street safe.

One-size-fits-all rules dont work for people of different heights, builds, with different seats, in different cars, etc...
Just my opinion.

No Mike, You're allowed ANY motor mount and/or insert as long as it does not have any more metal than the factory mount did/does.
And the fender liner rule was to "equal" the playing field and force the Civics to raise the ride height to avoid tearing the liners out and/or rubbing through. You're not even allowed to have the liners rubbed through at impound after the entire event...And they will be looking for this so I'm told.....
The clarification as to weather if a fender liner tears out during a run, and that run counting is still yet to be determined..
