I bought those small touch up paint from the honda dealer. and in the directions it says, "buff it out" and then to use a "clear coat."

Can somebody give me the proper directions for this? like where to buy these "other" parts.
these are small scuffs and lines no more than 2 inches. it says to wait 24 hours, but it's been more like 4 days since i touched it up.

I pretty sure i brought a touch of paint from the HOnda's dealer and it didn't saying anything about "buff it out" or "clear coat". It was just a simple touch up and i don't like it very much.
