its fixable with sheet metal, just find the right guy, some shops wont do it because it difficult to shape sheet metal and bondo it to match the cars lines, id say ur looking at 1K-1.5K for a shop to do it
oohhhh thats nasty. I would put new quarter panels, and wheelhouses on it. Otherwise theres a good chance the rust will come back. Anytime you section a outer panel through the middle your left with a seam, and it's hard to seal out moisture.
For a quick fix, if you're not looking to spend as much, have a good fiberglass guy cut out the metal, and use fiberglass sheets and resin to restore the panels. Not ideal, but it'll work for a little while.

when i had my old 4gen prelude de-rusted, i took it to a guy thats been doing frame work and bosy/custom work for 25 years now. he cuts the rust out a full inch beyond the farthest rusted point. then after its welded he grinds down both sides and uses filler, then a sealer, then a primer, and then base/clear. it looked factory and not a bit of rust started up again after a year of having it.

The only problem with his, is that the rust traveled into his inner panels, and to cut and shape sheetmetal like that is costly. I would charge atleast $1,500 to fix and paint that using raw sheetmetal.
