Rust..
My rear driving side quater panel is starting to form bubble rust spot. It not that bad, only way you notice if you look under. Is there anyway I can fix the problem before it get worse?
People say cut it out and weld a new one in. I don't have time and money. It isn't that bad either but I want stop it before it get worse.
Should I sand it down and just apply touch up paint?

and yes, sand the rust off... hopefully its still just surface rust. then, spray it with your brand of choice metal protectant

At the moment it just surface rust. I probably sand it down and spray it down in the near future.

Can't really say without pics, but most of the quarter panel rust I saw came from inside.
So even if the rust look like it's on surfaces, it's worse when you actually sand it down.
you could try to sand the rust down and build it back up with por15 or bondo, but the long term solution would be cutting off the rust and welding in new metal.

I probably just leave the way it is.
How big of an area are we talking? Leaving it alone won't fix the problem. If it's large area, you might need to cut and weld, not the whole quater panel, just the section that is rusting. You could sand and primer the spot at least to save the rest of the area. Pics would definitely help, so we can get a better look at it.
from how you describe it it sounds like you can get away with patching it with bondo. if you leave it alone it will only get worse and can develop into a larger hole. I would sand off all the paint and rust and get it to bare metal. if there are holes bigger than the size of a BB I would lay fiberglass on the back of the panel, then (even if there werent any holes) bondo it and block it, touch up paint.
Welding in a new panel is the only way to properly fix it but the method above will patch it aesthetically and buy you a few more years before you need to weld in a panel.

theres prolly rust in between major of the seem of the inner and outer panel wheater you can see it or not. cutting it out and welding in new metal is the only way to fix it. sanding it and painting over it will only make it look better for a while.
POR-15 after sanding it to remove the paint then give the POR-15 a gentle scuff and spray it with primer and color match spray paint (go to the Duplicolor website - they are cheap and available everywhere).
