From: Sin City to CA, to TX, NC to FL, then back to NC...
Default rubbing compound.....

i have a few runs on my paint and i was wondering what would be a good rubbing compound to smooth and blend it in with the rest of the paint

+1 Rubbing compound will do nothing for runs other than make them nice and shiny.
Wetsand down until you have a nice even surface then buff the whole thing. After wetsanding I would recommend using a pretty intense compound like Optimum Hyper or Meguiars Diamond Cut.

wetsand the actual painting surface? after that, apply clear coat?

huh?? no.. wetsand and then buff the existing clearcoat. for runs the normal thing to do is use a paint planer or just a razor blade (if you've got a steady hand lol). you carefully shave down the high spots of the run until it blends in, then wetsand to finish it off. then you buff and polish it.
