how to paint/fix this??

i'm not sure how it got that way, but that silver part is supposed to be completely black like this:

i've never done any painting before, what do you guys think i should use/how??

sand with like a 400 grit sandpaper, go to autozone and get some adhesion promoter and either trim paint or bumper coating and spray away!

SEM makes a really good trim paint. As far as prepping it, ^^^^ got it right. Apply light coats though
