I am looking at buying a used 99 prelude that struck a deer on the left front corner. It bent up a lot of stuff but the only thing that looks really bad is the bar that goes across the front of the car that both headlights bolt to. Also, I believe the hood latch is attached to this piece along with some other brackets. It looks like part of the frame but I am not sure if it can be removed and replaced. Thanks.

But i believe your talking about the radiator support?that could be replaced and welded back on.

 

that's what he seems to be describing, but you have to look hard, just b/c its not visibly bent doesn't men the frame isn't warped or twisted, best bet would be take to shop or some1 who can get it on a full lift to look under the car...
