I have a 1997 civic lx. Both rear quarter panels are rusted from the door back to the bumper, not horribly, but not good. On the drivers side the front clip for the bumper has let go of the quarter panel due to the metal breaking away because of the rust. Is it cheaper/easier to have the quarter panels completely replaced or to cut and weld the rusted sections. Thanks.
