anyone have a fair priced p06 manual ecu never been chipped?

i am using a p28 with my d15b7 atm and am getting like 22-25 mpg in my 4 dr eg.... which seems rediculous with a b7. every b7 ive heard of gets like 35+mpg


smoeone recomend i first try by using the correct ecu any other tips are appreciated.
