Hello I got a 94 civic I'm about to put a zc non vtec in to it but kinda worried about passing inspection in nj

 

I looked up the NJ conversion law, as long as you're using an OBD1 ECU then you'll pass inspection. But as with all emissions centers, they may have specific local regulations that vary from the law, so you need to call them and ask.
