You're talking about the turn signal lighting up bright?

If they are dual-filament bulbs, you can swap the power wires to the hi and low bulb filaments, but you will get hyper blinkers, won't be able to see your turn signals in the daytime or at night, and will most likely melt or deform the lens or housing.

Having the high filament on constantly like that will probably melt or deform the lens or housing, whether they are single or dual filament bulbs. I would highly recommend against doing that.

That picture could have been taken with the hazard flashers on, to give the appearance that they're on all the time.

You could do the same things that the EF folks do, which is switch the socket for a brake light socket allowing you to use the low filament for the running lights and the high filament for turn signal / hazards.
