one isnt working...
So it seems that one of my headlight bulbs is working and one isn't when the lows are on. But when the highs are on, they both work.
Since the 6th gen civic uses only one headlight bulb for both the highs and lows, what could be the problem?

1 bulb, but 2 filaments inside of it. If just the low beam filament burned out, the high beam would still operate normally.
Take the bulb from the working side, and install on the non-working side. If it light up, then you know its the bulb. if it doesn't, then start checking the wiring.
Just remember to never touch the glass portion of the bulb with bare hands. Skin oil will make the bulb fail very quickly once it gets hot.
