Lights Problem

Lights Problem
Car: 2005 Evo 8
Problem: Headlights and tail lights does not work.
-High beam works when you flick them
-Turn signal works
-Hazards works
-Interior lights works
I replaced the bulbs, main control relay in fuse box and turn signal switch
There are no bad fuses
When I turn on the headlights there is a clicking sound from the main control relay area.
