light bulb law
TYC makes a projector headlight/ HID low kit using philips D1S bulbs for HID low beams that is DOT certified. I don't know what the laws regarding retrofits are in Cali, but most if not all of the plug and play HID kits aren't DOT certified and are illegal. Having said that there are alot of DOT halogen bulbs that may fit what your looking for, just make sure that there is a DOT or Department of Transportation certified label or sticker on the bulbs your buying you should be ok. BTW you may need to carry proof (i.e. the box or a piece of it) of certification in order to avoid tickets whether the bulb is legal or not, alot of tickets get written because the officer didn't see proof and didn't believe the driver.
Check your state vehicle code.
In the last 3 days, 2 of my friends have received tickets for yellow headlights; tonight I did my research, and they are perfectly legal. I plan on representing them both in court.
