HID kit in high beams?

HID kit in high beams?

I tried installing them but it won't light up. I can hear the relay click. why is this?

Could be a bad ballast or light bulb. My old kit did that same thing, it turned out to be a bad bulb.

damm i tested both bulbs.. ill check it out tomorrow. thanks for the input
