Default HID and NO High Beam

I searched but could not find the answer..

I have a 2000 civic and bought these headlights

They are projectors with separate high and low beam bulbs. I have a ballast for an HID that will work for the low beam and it is only for low beam.

How do I set it up so my high beams(halogen bulbs) will work also? Do I need to buy an adapter so that my ballast and housing headlight can plug into my stock power adapter? Or does that make no sense??

I am confused.. I can provide pictures or anything if necessary
