No, they are not and TECHNICALLY they are illegal, but it's still the best way to get HID into a car that did not originally have it, because you preserve the original HID optics, aside from whatever the lens on the headlight itself does to the beam pattern.
Not to sound like an *** but instead of arguing over retrofits and what not can we just find ways to help me and leave the arguing in another thread?
The problem is that the low beam ground is the top prong on the headlight connector, that's why it only works on high beams. Basically, you can deal with having to have your brights on or rewire the stock headlight harness so that the HID kit is plugging into the low beam positive and ground. What I did is bought a two prong connector from an auto parts store, clipped off the stock three prong headlight connector, and wired the new connector to the appropriate wires to get it working on the low beams.

Now if I am reading this correctly, the + and - on the HID kit vs. the OEM plug are backwards correct? This is what happened to me on my Accord, so all I did was cut the wiring on the ballast and switched them, making sure to heat shrink them and make sure they would now become exposed.
If I were to do it again I would buy a replacement piece that has an OEM female connector on one side and a male end on the other. Then I would switch these wires. This way, you have a removable "bridge" wiring that does not require modifications to the hid ballast or oem wiring.
Yep, I think you could fix it that way as well, rewiring the ballast that is. The way I did it basically just changes which wires from the stock headlight harness (3 prong female connection) are plugged in to the kit connection (2 prong male connection.) Also 19accord97, which kit did you get from DDMtuning?
3 prong? Mine are only two prong, on both the HID and the oem wiring.
I got the black $70 DDMTuning kit.
Only get the 35w kit. I also would recommend their accessory harness to avoid potentially destroying the oem headlight switch. Some people get them, some dont. I got one.

iv tried that. didnt work. ill try again just to make sure but idk man.
ill try a couple things. i just have to have a high and low beam cuz if i get pulled ovr ill get a major ticket
